The following articles of this chapter apply
to both exempt and nonexempt classifications, except as otherwise
provided.
A.
The personnel program established by this chapter
shall be administered by the Borough Administrator. If the position
of Borough Administrator is vacant, the personnel program shall be
administered by the Personnel Officer or, in his absence, the Deputy
Personnel Officer.
The Borough Administrator, within limits of
his authority, may contact any qualified person or agency for the
performance of such technical services as may be required in the establishment
and operation of the personnel program.
