The Mayor, with confirmation by majority vote
of the Council, shall annually appoint three of the Council members
as a Police Committee, and the Chairman and members thereof shall
be known as the “Police Commissioner” and “Deputy
Police Commissioners,” respectively.

The Police Committee may, from time to time,
take such measures as may be deemed necessary for the preservation
of peace and good order and for the enforcement of law and for the
good and welfare of the Police Department and its proper administration,
as provided in N.J.S.A. 40A:14-118.
The administrative head of the Police Committee
shall be the Police Commissioner and, in his/her absence, the Senior
Deputy Commissioner and, in his/her absence, the Junior Deputy Commissioner,
in order that a proper chain of command may be established.
