Prior to the commencement of each particular
season, the Recreation Advisory Council will determine a fee for the
programs to be run during that season, which fee shall be commensurate
with the cost of running said programs and subject to any federal
or state regulations governing the allocation of said cost. A copy
of said fee schedule shall be filed with the Clerk of the Township
of Franklin and shall be effective 30 days subsequent to such filing.

The Director of the Department of Recreation,
Community Celebrations and Park Administration is authorized to exempt
from the imposition of any charge any individual who shall be deemed
to be economically disadvantaged.
