The words "private scavenger" and "private garbage
collector" shall apply to any person, firm or corporation which is
in the business of collecting and picking up and disposing of in any
manner or fashion whatsoever any refuse, garbage, waste materials
of any nature or kind, household appliances, building materials, paper
or any other material or substance which may be placed at the curb
by a property owner for disposal. The descriptions included herein
are by way of illustration only and not by limitation.
It shall be unlawful for any person, firm or corporation to conduct the business of a private scavenger or a private garbage collector and to commence the collection or pickup of the materials described in §
100-1 earlier than 6:00 a.m., and it shall be unlawful to conduct said business after 6:00 p.m. on the same day.

Garbage cans cannot be put out before 6:00 p.m. on the night
prior to the pickup, and all containers must be removed from the curb
area within 12 hours of pickup.
Every person convicted of a violation of a provision
of this chapter or any supplement thereto shall be liable to a fine
of not less than $25 nor more than $200 or imprisonment for a term
not exceeding 15 days, or both.
