No person, as principal agent or employee, shall keep, raise or maintain, or permit to be kept, raised or maintained, at or upon any premises owned, controlled or occupied by him, in the Township, any swine, more than five in number, without first having procured from the Township Board of Health a permit for that purpose. Any permit may be revoked at any time by the Board of Health when such revocation shall appear to the Board of Health to be necessary for the public health, safety, or if there be a refusal to comply with the provisions of this chapter.
A fee as set forth in Chapter 139, Fees, will be charged for the permit. An additional fee shall be charged for every reinspection made necessary by the permittee's failure to comply with the provisions of this chapter.

A. 
Cleanliness. All buildings, yards, enclosures, or premises in which any swine are kept, raised or maintained shall at all times be kept in a sanitary condition. The failure or refusal to keep the buildings, yards, enclosures or premises in a sanitary condition shall be the proper basis for revocation of any permit.
B. 
Fencing and shelter. No permit provided for herein shall be issued unless prior thereto the premises on which swine are proposed to be kept shall be enclosed with a substantially built fence to restrain and confine the swine to the premises and shall provide proper shelter for the swine.
C. 
Location of premises. No swine shall be kept, raised or maintained upon premises located in an area that is largely residential or in any area where the unreasonable depreciation of surrounding property would ensue.
D. 
All swine on such premises shall be fed and housed not closer than 500 feet from the nearest boundary line of any neighboring premises.
E. 
Nothing in this section shall affect those owners of premises where 25 or fewer swine are kept and maintained on December 19, 1973.
F. 
Buildings, food storage bins, appliances, equipment, feeding areas and other facilities on the premises which might provide food or shelter for insects or rodents shall be constructed and maintained in such fashion as to permit proper cleansing and shall be kept reasonably clean at all times.
Application for permit hereunder shall be made to the Secretary of the Board of Health in writing, and such application shall state the location of the premises on which the swine are proposed to be kept, the name and address of the owner and operator of the premises, and the number of swine proposed to be kept on the premises pursuant to such permit. No permit shall be issued for a longer period than one year.
No permit shall be required for the offspring of female swine lawfully upon any premises until such offspring attains the age of two months, at which time such offspring shall be subject to this chapter.
Nothing in this chapter shall affect or cover the premises where less than five swine are kept and maintained.
Garbage or other similar matter brought into the Township, usually in connection with the raising and feeding of swine, shall be transported only in watertight containers.
