[HISTORY: Adopted by the Common Council of the City of Kingston 8-7-1984 by L.L. No. 3-1984, approved 8-28-1984, as Ch. 34 of the 1984 Code. Amendments noted where applicable.]
There is hereby established a Community Development Advisory Council with membership and authority as follows:
A. 
The membership of said Council shall consist of the full membership of the Standing Committee on Community Development of the Kingston Common Council and eight residents of the City of Kingston appointed by the Mayor for an indefinite term and confirmed by the Common Council.
B. 
Said Council may conduct public hearings and other sessions for the purpose of obtaining the views of citizens on community development and housing needs and planning for the city's annual community development grant application. All findings and recommendations shall be reported to the Mayor and Common Council.
C. 
Said Council shall hear and decide on all grievances received from the public on matters relating to the community development program. All decisions shall be documented on findings of fact and shall be forwarded to the Mayor for disposition. In accomplishing this task, the Council shall establish rules and regulations in accordance with generally accepted standards and applicable laws.
This chapter shall take effect immediately.
