GENERAL REFERENCES

A. 
This specification applies to installation of public sidewalks within the village.
B. 
Standard grade materials acceptable for sidewalk construction are concrete and approved interlocking paving stone. Use of these materials is covered herein.
C. 
It is not the intent of this specification to discourage the use of special or decorative paving materials, e.g., brick, stone, etc. These will generally be acceptable for new construction only if installed over a concrete base or an approved mortar bed. The owner must submit proposed specifications on all such treatments, to be considered by the village on a case-by-case basis.
D. 
It is also not the intent of this specification to prohibit repair of existing sandstone walks on a sand or gravel base, provided that the walk surface can be smooth and uniform, without broken stones or other safety problems in the opinion of the Department of Public Works Superintendent.
E. 
Certain materials are not acceptable for new sidewalk construction: asphalt, crushed stone/gravel or stone or noninterlocking brick, etc., if placed on a gravel base.
F. 
All walks shall generally be four feet wide, unless otherwise directed by the village.
G. 
All sidewalk repairs shall generally be made with materials which match adjacent existing walks, unless otherwise directed by the village.
H. 
Barrier-free pedestrian ramps shall be provided, per Drawing No. 2, attached,[1] at all street intersections and other locations as directed by the village.

I. 
Requests for all approvals required herein shall be made to the Department of Public Works Superintendent, Cherry Street, Potsdam, New York, (315/265-4620).
A. 
Qualification of workmen. In acceptance or rejection of installed walks, no allowance will be made for lack of skill on the part of workmen.
B. 
Samples. Samples of paving material shall be submitted to and approved by the village prior to commencement of work, if required.
A. 
Concrete shall be Class A, with minimum compressive strength of 3,000 pounds per square inch at 28 days and of customary proportions.
B. 
Expansion material shall comply to ASTM D1751.
C. 
Fill shall be select granular fill, as approved.
D. 
Wire mesh shall be six by six inches, as approved.
E. 
Paving stone shall be precast interlocking paving stone, as approved.
F. 
Topsoil and seed shall be rich, uniform-grade, original-loam topsoil, without objectionable material, commercially recommended fertilizer and seed.
A. 
Surface conditions.
(1) 
Inspection. Prior to all work, it should be verified that the walk may be installed in accordance with all pertinent codes and regulations, the referenced standards and the original design.
(2) 
Discrepancies. In the event of discrepancy, the village should be notified immediately, and installation shall not proceed.
(3) 
Preparation. Excavation, including removal of any existing sidewalk, driveway or ramp, shall be made to the required depths below the finished grade. All soft and yielding material shall be removed and replaced with suitable material.
B. 
Concrete sidewalk installation.
(1) 
After preparation is completed, a uniform bed of selected granular fill shall be laid in, per Drawing No. 1, attached.[1]

(2) 
Forms shall be of metal or wood, straight, free from warp and of sufficient strength to resist springing from the pressure of the concrete. If of wood, they shall be of two-inch surfaced plank, except that at sharp curves thinner material may be used. If of metal, they shall be of approved section and shall have a flat surface on the top. Forms shall be securely staked, braced and held firmly to the required line and grade and shall be sufficiently tight to prevent leakage.
(3) 
Concrete shall be installed with expansion joints, reinforcement under driveways and finished in accordance with Drawing No. 1, attached.[2]

C. 
Paver installation.
(1) 
After preparation is completed, an inform bed shall be laid in, four inches thick of washed sand in all areas to be treated with pavers.
(2) 
Paving stone shall be laid in the manufacturer's suggested pattern. All cuts shall be smooth, with no gaps in stone permitted. No expansion material shall be used. Stone shall be installed flush with or slightly below the level of the existing sidewalk; in no case shall it project above the existing walk. Washed sand shall be swept into all joints after completion.
D. 
Completion.
(1) 
General. Upon completion, the Department of Public Works Superintendent shall inspect and approve all walks. The owner shall make all required corrections of deficient work or be liable to replacement by the village at owner's expense.
(2) 
Cleaning. All exposed surfaces in and adjacent to the paving shall be cleaned thoroughly and to the approval of the village.
(3) 
Restoration of adjacent surfaces. All adjacent paved surfaces shall be neatly patched. All adjacent turfed areas shall be regraded, compacted and seeded/mulched using approved material.
This local law repeals § 44.4 of Chapter 44 of the 1971 Code.
This local law shall take effect immediately upon the notification of the filing of the same with the Secretary of State.
