The Town Board of the Town of Union does hereby
establish the Department of Audit and Control for the Town of Union.
The head of the Department of Audit and Control
shall be known as the "Comptroller" and shall be charged with the responsibility of administrative
control and coordination of the Department and the following divisions:
A. Data Processing Division.
The Comptroller shall have the following duties.
The Comptroller shall:
A. Audit, allow or reject all accounts, charges, claims
or demands against the Town or its improvement districts and prepare
and post lists of all such accounts, charges, claims or demands after
audit or rejection.
B. Annually audit the fiscal affairs of each improvement
district within the Town and make a report of this audit in writing
to the Town Board.
C. See that no appropriation account is overdrawn nor
any account charged for a bill that should be paid from another account.
D. Be the chief accounting officer of the Town and do
the following:
(1) Keep all accounts on appropriations.
(2) Prepare a monthly report of all Town receipts and
disbursements.
(3) Prepare the annual financial report which is filed
with the State Department of Audit and Control and the Town Clerk.
(4) Prepare the annual report of indebtedness to the county
legislature.
E. Assist any department in preparation of feasibility
studies which the Supervisor or Town Board may request.
F. Assist the Supervisor in the preparation and/or application
for all types of financial aid which are essential to the operation
of the Town.
G. Manage and coordinate the operation of all insurance
matters of the Town.
H. Exercise all duties imposed on him by law.
The Comptroller shall have the following powers:
A. The power to assign any of the employees within the
Department of Audit and Control and its divisions to any function
requiring services appropriate to the classification of the employee
so assigned.
B. The power to administer rules and regulations necessary
or expedient for the proper conduct of the Department of Audit and
Control and its divisions.
C. The power to recommend to any Town department or agency
proper methods of public accounting practices which are deemed proper
by the State Department of Audit and Control.
D. Such other powers and duties imposed on him by law
and/or as may be delegated to him from time to time by resolution
of the Town Board of the Town of Union.
The budgets to meet the expenses for the Department
of Audit and Control and its divisions shall be Town-wide charges.

The Comptroller of the Town of Union is not required to be a
resident of the Town of Union, provided that the Comptroller resides
in the County of Broome.
