There shall be a Bureau of Purchasing, the head
of which shall be the Purchasing Agent. His or her compensation shall
be upon the terms established by the Salary Ordinance of the Township
of Brick.
Prior to appointment, the Purchasing Agent shall
possess a degree from a recognized college or university or a minimum
of three years' experience in the field of purchasing either in government
or private industry. The Purchasing Agent shall possess a registered
public Purchasing Agent's official certification issued by Rutgers
University.
The Purchasing Agent shall supervise and direct
the work of the Bureau. Subject to the supervision and control of
the Mayor and Business Administrator, he or she shall be in charge
of all purchasing by the municipality, including the receipt of requisitions
from various departments and agencies of the Township, the obtaining
of competitive quotations, the supervision of the Township's insurance
program, the supervision of the maintenance of all Township buildings
and all other matters falling within the purview of the Bureau of
Purchasing that may from time to time be referred to it by the Business
Administrator, and shall perform such other duties and responsibilities
as the Mayor or Business Administrator may designate.
The Purchasing Agent shall be the contracting
agent for the Township, pursuant to N.J.S.A. 40A:11-2, and shall have
all of the powers and duties of a contracting agent under statute.
The Purchasing Agent shall be authorized to act as contracting agent
for the Township for purchases less than the statutory threshold for
the solicitation of open competitive bids after advertisement.
