A. 
This chapter may be amended as provided by the Village Law and local law. Each proposed amendment, other than such as are proposed by the Planning Board, shall be referred to the Planning Board for an advisory report, but failure of the Planning Board to report thereon to the Board of Trustees within 60 days of its submission to such Planning Board shall be deemed to be approval thereof by such Planning Board.
B. 
In reporting thereon, the Planning Board shall fully state its reasons for recommending or opposing the adoption of such proposed amendment and, if it shall recommend adoption, shall describe any changes in conditions which it believes makes the amendment desirable and shall state whether such amendment is in harmony with a Comprehensive Plan of land use for the Village.
C. 
Before adopting any amendment, the Board of Trustees shall adopt a resolution setting forth the findings upon which it determines such amendment to be required in the public interest in furtherance of the purposes set forth in Article 7 of the Village Law.
Whenever the Board of Trustees, by resolution, authorizes a public hearing on a proposed amendment to this chapter, and for a period of 90 days following the date of such resolution or until the proposed amendment has been acted upon by the Board of Trustees, whichever is sooner:
A. 
No permits for the erection, enlargement or alteration of any building or structure in any district which might be affected by the proposed amendment set for public hearing by the Board of Trustees shall be issued unless the Board of Trustees shall authorize issuance of such permit after a public hearing on 15 days' notice by publication and after determination by such Board of Trustees that issuance thereof shall be consistent with the health, safety, morals and general welfare of the Village of Larchmont; and
B. 
Any building permit issued prior to the effective date of such proposed amendment shall not be invalidated by the provisions thereof, provided that construction shall be commenced and completed within six months of the date of issuance of such building permit.
