A. 
Composition and jurisdiction. To carry out this Part 1, the Sanitary District shall be under the jurisdiction and control of the County Commissioners who shall sit as the Sanitary Commission.[1]

A. 
Appointment. The Director of Public Works of Queen Anne's County shall be the chief administrative officer of Queen Anne's County Sanitary District.
B. 
Duties. The Director of Public Works shall:
(1) 
Administer and enforce regulations relating to building and plumbing codes; and
(2) 
Execute the policies of the County within this Part 1.
A. 
In general. The Director of Public Works shall have whatever engineering, legal, advisory, clerical, and other personnel as are:
(1) 
Necessary to carry out this Part 1 in the judgment of the Director; and
(2) 
Approved by the County Commissioners.
B. 
Subject to Queen Anne's County Merit System. With the exception of legal counsel, the personnel are subject to the regulations of the Queen Anne's County Merit System.
C. 
Wages of legal personnel. Legal personnel shall receive wages as may be approved by the County.
On or before July 1 of each year, the Director of Public Works shall prepare and file with the County:
A. 
A report on the physical plants and equipment of the Sanitary District;
B. 
A statement of the activities of the Sanitary District during the preceding fiscal year;
C. 
A statement of activities proposed to be undertaken during the ensuing fiscal year; and
D. 
Whatever other statistical and financial matters in connection with the Sanitary District as may be of interest to the County and to the taxpayers.

A. 
Audit. The financial accounts relating to the Sanitary District shall be audited annually by a certified public accountant to be employed and paid by the County out of whatever Sanitary District funds as may be available.
