There is hereby created a Parks and Recreation Board composed of eight
persons having the qualifications required by the City Charter for elective
officers. The City Manager shall also be a member of the Board. The terms
of office of members of the Board shall be for four years, with the terms
of two members expiring on the first day of July in each year. In making appointments
to the Board, the Mayor shall first consult with the Board concerning qualified
and interested persons therefor.
On or before the 15th day of July of each year, the Board shall meet
and organize by electing one of its members as Chair and by electing such
other officers as may be necessary. It shall adopt such rules as it deems
necessary for the conduct of the public parks and recreation facilities and
programs of the city.
The Board shall have charge of and shall operate the public parks and
recreation facilities and programs of the city. For the performance of its
functions, it shall appoint a Director of Parks and Recreation, subject to
confirmation of the Council, and, subject to the civil service system of the
city, shall employ the personnel needed therefor.
All receipts or earnings of the Board and all funds administered by
the Board under any gift or trust shall be placed in a fund or funds separate
from the general funds of the city and shall be used only for the extension,
maintenance, improvement and conduct of the public parks and of the recreation
facilities and programs of the city. The Board shall submit its annual statement
of financial needs as required by Section 8.2 of the Charter and shall be
subject to the provisions of Chapter 8 of the Charter in the administration
and conduct of its affairs the same as are other departments of the city.
The city, upon the recommendation and approval of the Board, may contract
or cooperate with the school district or any other unit of government for
the joint or mutual ownership or operation, or both, of any public park or
recreational facility or program.
The Council shall provide adequate quarters for the efficient operation
of the Board.
