It shall be unlawful for any minor child under
the age of 17 years to loiter, idle, wander, stroll or play in or
upon the public streets, highways, roads, alleys, parks, malls, playgrounds
or other public grounds, public places of amusement or entertainment
within the City during the hours when said person is required to be
in attendance at either a public or private school as required by
state law.
It shall be unlawful for a person to encourage
or assist a student not to attend or return to school unless said
absence is excused by a school official or such excuse is recognized
by law.
It shall be unlawful for the parent, guardian
or other adult person having the care and custody of a minor under
the age of 17 years to knowingly permit such minor to loiter, idle,
wander, stroll or play in or upon the public streets, highways, roads,
alleys, parks, malls, playgrounds or other public grounds, public
places of amusement or entertainment within the City during the hours
when said minor is required to be in attendance at either a public
or private school as required by state law.
Any minor or other person violating this chapter
shall be held responsible for a civil infraction. Any parent, guardian
or other adult person having the care and custody of a minor, whether
exclusive or nonexclusive, violating this chapter shall be held responsible
for a civil infraction. Persons found responsible for violation of
a civil infraction, whether minor or parent, shall be responsible
for a judgment in a sum not to exceed $100, plus costs for a first
offense, and not to exceed $200, plus costs for any subsequent offense.
Persons found responsible who have failed to pay any civil infraction
judgment may be withheld any license or permit to be issued by the
City or may be withheld any recommendation for issuance of a permit
or license where the City has the authority to recommend. Any civil
infraction judgment unpaid may be collected in the same manner as
provided for under the laws of the State of Michigan.
