It shall be unlawful for any person to make,
continue or cause to be made or continued any loud, unnecessary or
unusual noise or any noise which annoys, disturbs or injures or endangers
the comfort, repose, health, peace or safety of others. The following
restrictions are specific enactments to curb and prevent disturbing
and unnecessary noises in violation of this chapter, but said enumeration
shall not be deemed to be exclusive.
No person shall sound or cause to be sounded
any horn or signaling device on any motorcar, motorcycle, motorboat
or other vehicle on any street, waterway or public place of the village,
except as a danger signal or traffic warning, nor shall any person
create or cause to be created by the use of such devices any unreasonably
loud, harsh or prolonged sound.
No person shall operate or cause to be operated
any motorcar, motorboat or other mechanism propelled by gasoline,
fuel oil or other combustible substance unless the same shall be properly
equipped with a muffler so designed and in such condition as to prevent
unnecessary noise in its operation.

No person shall operate or permit the carrying
on of any activities in connection with the operation of any factory,
warehouse or transfer station in which the primary activity is not
totally enclosed within the four walls of a building whenever such
an establishment is located within 200 feet of a residence zone, between
the hours of 7:00 p.m. and 7:30 a.m. or at any time on Sunday.

No contractor or construction company shall
conduct or permit any construction, improvement or renovation, or
the operation of equipment in connection with any improvement, construction
or renovation, with respect to the interior or exterior of any private
property, between the hours of 7:00 p.m. on any day and 8:00 a.m.
on the following day, nor at any time on Sunday or on any of the following
holidays: New Year’s Day, Martin Luther King Day, Lincoln's
Birthday, Presidents' Day, Memorial Day, Independence Day, Labor Day,
Columbus Day, Veterans Day, Thanksgiving Day or Christmas Day. Assembly
or delivery of personnel and/or materials or equipment or other preparation
for any such construction-related activity may commence no earlier
than 7:30 a.m. on any day when such activity is permitted to be performed.
The restrictions in this section shall not apply to any such activity
authorized by a Village official in charge of the appropriate Village
department in case of emergency, nor to such activity when performed
by or for a government agency or a utility company. Notwithstanding
the foregoing, this section shall not be construed to prohibit activities
occurring solely within the interior of a building where the sound
from such activity is not audible beyond the property line of the
property where the activity is being conducted.

No person shall operate or maintain, or cause to be operated
or maintained, any air-conditioning compressor unit or similar unit
which emits sound which is audible at the nearest property line at
a sound measurement level in excess of 60 dBA.
