A. 
No person shall engage in the business of hawking or peddling in the Village without first obtaining an annual license therefor.
B. 
No license shall be issued pursuant to this article to any automotive vehicle vending merchandise unless such vehicle shall be equipped with emergency flashing lights in good operating condition.
C. 
Any license issued pursuant to Subsection B hereof shall contain the following conditions:
(1) 
Such vehicle will not stop to vend merchandise unless the emergency flashing lights have first been turned on and are working.
(2) 
Such vehicle will not stop to vend merchandise at any place on any public street within 1,000 feet of any school within the Village between the hours of 8:00 a.m. and 8:00 p.m. during that part of the year when school is in session. A violation of the conditions herein set forth shall be grounds for revocation of the license.
For the purpose of this article, the terms used herein are defined as follows:
HAWKER or PEDDLER
Any person traveling by foot, wagon, automotive vehicle or other conveyance from street to street, from house to house or from place to place, carrying or transporting goods, wares, merchandise, and offering the same for sale; except one engaged in the peddling of meats, fish, fruit and farm produce by farmers and persons who produce such commodities.
Nothing herein contained shall prohibit hawking or peddling by an honorably discharged soldier, sailor or marine who is crippled as a result of injuries while in the naval or military service of the United States, or the holder of a license granted pursuant to Section 32 of the General Business Law.

A. 
A separate license will be required for each individual acting as a hawker or peddler and for each motor vehicle or conveyance used by the licensee hereunder.
B. 
Prior to the issuance of any license, such licensee shall furnish proof of the existence and the continued maintenance during the term of the license of liability insurance covering personal injury and property damage in such amounts as may be required from time to time by resolution of the Board of Trustees of the Village of Rockville Centre.
C. 
The fee for the license required by the provisions of this article shall be at the levels fixed from time to time by resolution of the Board of Trustees of the Village of Rockville Centre.
