It is hereby declared and found that the taxicab
industry in the Village of Rockville Centre is vested with a public
interest as a vital and integral part of the transportation facilities
of the Village and that its regulation is necessary to secure adequate
and safe transportation for the inhabitants of the Village and to
prevent undue aggravation of the traffic and parking problems of the
Village.
