The Board of Supervisors of Northumberland County, pursuant to § 15.2-901 of the Code of Virginia, as amended, does hereby adopt the following article.
The owners of property within Northumberland County, Virginia, shall, at such time or times as the Board of Supervisors of Northumberland County may prescribe, remove therefrom any and all trash, garbage, refuse, litter and other substances which might endanger the health or safety of other residents of Northumberland County or may, whenever the Board of Supervisors of Northumberland County deems it necessary, after reasonable notice, have such trash, garbage, refuse, litter and other like substances which might endanger the health of other residents of Northumberland County, Virginia, removed by its own agents or employees, in which event the costs or expenses thereof shall be chargeable to and paid by the owners of such property and may be collected by the county as taxes and levies are collected.
The owners of vacant, developed or undeveloped property therein shall cut the grass, weeds and other foreign growth on such property or any part thereof at such time or times as the Board of Supervisors of Northumberland County shall prescribe or the Board of Supervisors of Northumberland County, whenever it deems it necessary, after reasonable notice, may have such grass, weeds or such other foreign growth cut by agents or employees, in which event the costs and expenses thereof shall be chargeable to and paid by the owner of such property and may be collected by the county as taxes and levies are collected.
Every charge authorized by this article with which the owner of any such property shall have been assessed and which remains unpaid shall constitute a lien against said property.

At a properly advertised public hearing held on February 10, 1994, the Northumberland County Board of Supervisors adopted an ordinance to restrict the use of the Northumberland County Solid Waste Disposal sites to Northumberland County residents, property owners, businesses and guests.
Any persons entering the county solid waste disposal sites to dispose of solid waste with a vehicle bearing Kilmarnock, Lancaster, Richmond or Westmoreland County licenses is not to be considered a county resident, property owner, business or guest unless they have a Northumberland County waste disposal permit.
Upon request, annual permits will be issued to Northumberland County residents or property owners that live in the Town of Kilmarnock and to property owners who live in the Counties of Lancaster, Richmond or Westmoreland.
Any persons violating this article shall be guilty of a Class 3 misdemeanor and, upon conviction thereof, shall be prosecuted by a fine of not more than $500.
