There is hereby established a commission to
be known as the "Economic Development Commission" for the Township
of Brick, which shall consist of seven members and a Director as directed
by the Mayor and Council of the Township of Brick from time to time.
The Commission shall be strictly an advisory
council and shall perform the functions and exercise the powers hereinafter
enumerated:
A. It will develop ways and means of attracting industry
into Brick Township within budgetary limitations.
B. It will make recommendations to attract industry and
forward the same to the Mayor and Township Council for consideration.
C. The Commission shall not exercise any power of condemnation
or eminent domain and shall not be authorized to pledge the credit
of the Township of Brick or to create any debt against or in any manner
act as the agent of said Township of Brick.
D. It shall classify vacant lands according to their
adaptability for the settlement thereon of various types of industrial
and commercial enterprises.
E. The Commission so established and its successors in
office shall make a study of the tax structure with a view to reducing
the tax burden of the Township of Brick.
F. The Director for the Commission shall make an annual
report to the Mayor and Council setting forth, in detail, its operations
and transactions for the preceding 12 months. The Commission shall
keep complete and accurate records of its account and shall not exceed
its budget, and moneys received from the Township of Brick shall be
expended only for the purposes for which they have been appropriated.
G. The Council member serving as a member of the Planning
Board shall serve as liaison to the Commission. The Commission liaison
shall be, in addition, responsible for providing the Commission with
information as to the status or pendency of applications involving
such commercial developments and/or land use matters before either
Board relevant to the economic development of the Township of Brick.
