There is hereby created, pursuant to § 9-199 of the
Connecticut General Statutes, an ordinance for the appointment of
three alternate members to the Board of Assessment Appeals of the
Town of Wethersfield, each of whom shall be an elector of the Town.
On or after the effective date of this article, one alternate shall
be appointed for a term expiring June 30, 2011; one alternate for
a two-year term expiring on June 30, 2012, and one alternate for a
term expiring on June 30, 2013. Thereafter, alternates shall be appointed
for three-year terms upon the completion of any initial term. Said
alternate members shall, when seated as herein provided, have all
the powers and duties set forth in the General Statutes. Said alternate
members shall act in the following way:
A. If a regular member of the Board of Assessment Appeals is absent or disqualified, the Chairperson shall designate an alternate to act in his or her stead, choosing alternates in rotation so that they shall act as nearly equal a number of times as possible. Strict rotation may be disregarded if need be to satisfy the provisions of Subsection
B.
B. An alternate who has been designated to act in the absence or disqualification
of a regular member of the Board of Assessment Appeals shall have
the unqualified privilege of voting on any matter considered by the
Board during the public hearing or meeting at which the alternate
served, irrespective of when the Board may act on said matter. An
alternate so qualified to vote shall have preference to vote in place
of a regular Board member who was absent at the public hearing or
meeting but who may have become familiar with the record through post-hearing
or post-meeting review of it.
