There is hereby created a Youth Advisory Board,
which shall inquire into the needs of youth in the community and advise
the Manager and Director of Youth Services on and sponsor programs
of benefit to youth.

The Youth Advisory Board shall consist of 13
members appointed for three-year terms beginning July 1 of the year
of appointment. Eleven members shall be appointed by the Council,
at least two of whom shall be under the age of 21. Two adult members
shall be appointed by the Manager from and represent the following:
the school administration and Police Department. Persons serving as
members of the Youth Advisory Board prior to its creation by the Council
shall continue to serve for the balance of their current terms. Any
vacancy in a membership of the Board shall be filled by the respective
appointing authority for the unexpired term of such member.
