The special fund known as the "Land Records Preservation Fund" shall be maintained by the City of Pawtucket for the preservation, maintenance and upgrading of all the land records for the City of Pawtucket.
Said fund shall be created by the transfer of all unused sums appropriated in the annual operating budget that is left unspent, through prudent management, for fiscal year 1985-1986 in the Department of Records budget, and all subsequent years, until such time as all records dating back to the beginning of the microfiche system are converted to hard copy book form.
The Director of Finance shall relinquish said funds as the City Clerk deems necessary to accomplish this much needed preservation of land records for the City of Pawtucket.
The Director of Finance shall invest such funds in bonds, certificates of indebtedness or notes which are legal investments for funds of the City. Income derived from said investments shall be retained for the purposes of this fund. At no time shall the fund balance in this account exceed $20,000.
