A. 
No person shall willfully fail or refuse to comply with any lawful order or direction of a police officer.
B. 
A driver or person having charge of a vehicle in a street shall not refuse or neglect to stop said vehicle, or if stopped, to start it and place it when and as directed by a police officer, any of these regulations to the contrary notwithstanding.
C. 
Every driver or person having charge of a horse or vehicle on any street shall remove the same to another place on said street, or from said street to some other street, when directed to do so by a police officer, and in case of neglect or refusal after such direction, any police officer may remove or cause to be removed such horse or vehicle to, and leave the same in, such other place or street.
D. 
Any police officer in his/her discretion may remove or cause to be removed any horse or vehicle left upon any street, and not in the apparent charge of any person, or in violation of any of these regulations, to another place on such street, or from such street to some other street, or to any stable or garage which still provide for the same, or to the police station and there leave it, and possession of any such horse or vehicle shall be withheld from any person entitled to possession thereof until any expenses incurred in the removal thereof shall have been paid.
E. 
The violation of any of these regulations by the owner or other person having possession of such horse or vehicle with the consent of the owner thereof shall be a consent by the owner of any such horse or vehicle to the removal thereof by any police officer and shall be a consent to park such horse or vehicle at the place to which the horse or vehicle is removed.
F. 
Drivers shall follow the routes prescribed by police regulations, by means of signs, markers, or other devices which have been erected or placed by the City Traffic Engineer for the better control and direction of traffic in the streets of the City.
On streets not otherwise restricted, merchandise may be transferred from or to trucks or other vehicles over the sidewalk by the use of skids and planks, only when reasonably necessary, and provided that the sidewalk is not unreasonably obstructed and then only for such reasonable time as is necessary. If the sidewalk and travel thereon is obstructed by skids or planks for more than 10 minutes at a time, any police officer may order such skids or planks removed.
The operator of a truck, semitrailer, or tractor-trailer shall not stop, stand, or park said vehicles at any time for the purpose of loading or unloading of debris, construction materials, merchandise, or equipment so as to obstruct more than 1/2 of the traveled roadway of any street.
