A. Qualifications. A gasoline and diesel engine Class A
mechanic is understood to be a person capable of providing all service and
expertise to inspect, examine and repair all Borough auto and construction
vehicles with various motive means, including diesel, gasoline, electric or
propane engines fabricated by various manufacturers.
B. Experience. The Class A mechanic shall have a minimum
of four years as a Class A mechanic in verifiable employment with a history
of progressive advancement.
C. Education. The Class A mechanic shall have a minimum
of high school education, preferably technically oriented. Supplemental training
and technical education will be considered in determining compensation.
D. Duties.
(1) The Class A mechanic is expected to repair and troubleshoot
(i.e., inspect and determine problems and be capable of resolving the same
by repair and/or replacement) diesel engines, gasoline engines, automotive
electrical systems, ignition systems, driving systems, transmissions, gear
trains, clutches, hydraulic and manually operated systems, including braking
systems, etc., for all types of Borough vehicles, including autos, trucks
and miscellaneous heavy equipment, including but not limited to garbage trucks,
forklifts, payloaders, graders, etc.
(2) The Class A mechanic shall be capable of maintaining
vehicle in a safe operating manner.
(3) The Class A mechanic shall have the ability to implement
preventative maintenance procedures for all vehicles.
(4) The Class A mechanic shall be capable of installing and
maintaining various truck and auto miscellaneous components, such as lights,
mirrors and accessories, including snowplows, sanders and other auxiliary
devices normally required by the Department of Public Works.
(5) The Class A mechanic shall be capable of driving, inspecting
and road testing all types of vehicles and shall prepare reports on conditions
and aid in determining needed repairs and regular replacement procedures.
(6) The Class A mechanic shall assist other mechanics or
helpers in effecting needed repairs or reconstruction or modifications.
(7) The Class A mechanic shall be capable of preparing requisitions
and cost estimates for the purchase of necessary parts, components, etc.,
as needed to effect repairs and safe operation.
(8) The Class A mechanic shall be capable of preparing and
aiding in the maintenance of a current status report of each Borough vehicle
on which he works, which shall be posted in the Borough garage for inspection.
(9) The Class A mechanic shall have the ability to prepare
written reports and recommendations to his supervisors for the repair, disposition
and other relevant actions of all vehicles and garage facilities.
(10) The Class A mechanic shall perform such other duties
that may be assigned by his superiors, including but not limited to the Director
of Public Works, the Business Administrator or their designee.
E. Working days/hours. The Class A mechanic is expected
to work 40 hours per week from 7:00 a.m. to 3:30 p.m., five days per week,
Monday through Friday with 1/2 hour for lunch or said hours assigned by the
Director of Public Works or in his absence, the Business Administrator. He
shall also be required, during emergencies such as snowstorms, hurricanes
and other natural disasters, etc., to work round the clock to maintain the
Borough's vehicles in operating status.
F. Other conditions.
(1) The mechanic must have a valid driver's license.
(2) The mechanic must have a full set of his own tools to
perform requested services.
(3) He may also be required to perform other duties as directed
by the Director of Public Works or, in his absence, the Business Administrator.
These may include, but are not limited to, driving any of the Borough vehicles
or operating any of its heavy equipment vehicles or performing any other service
required by the Borough consistent with the employee's skill, experience and
capability to operate safely.
(4) He must have an aptitude for welding and cutting, using
various systems (heli-arc, gas, etc.) as required.

A. Qualifications. A lead mechanic shall be a gasoline and
diesel engine Class A mechanic capable of providing all service and expertise
to inspect, examine and repair all Borough auto and construction vehicles
of various motive means, including diesel, gasoline, electric or propane engines
fabricated by various manufacturers. Said individual shall also have supervisory
capabilities and organizational skills allowing said individual to supervise
other Borough mechanics and to implement and maintain a maintenance and repair
record system on all Borough vehicles.
B. Experience. The lead mechanic shall have a minimum of
four years as a Class A mechanic and verifiable employment with a history
of progressive advancement.
C. Education. The lead mechanic shall have a minimum of
high school education, preferably technically oriented. Supplemental training,
technical education and supervisory experience shall be considered in determining
compensation.
D. Duties. The lead mechanic shall have all the duties of
a Class A mechanic and in addition to such shall also have the following duties.
(1) Shall have the ability to implement and plan preventive
maintenance procedures for all vehicles, maintain records with respect to
the same and report with respect to the same to the Director of Public Works,
or in his absence, the Business Administrator.
(2) Shall be responsible for scheduling routine maintenance
on all vehicles.
(3) Shall prepare all requisitions and cost estimates for
the purchase of necessary parts, components, etc., as required to effect repairs
and continued safe operation.
(4) Shall prepare, maintain and host a current status report
on each Borough vehicle and provide the same to the Director of Public Works,
or in his absence, the Business Administrator.
(5) Shall prepare written reports and recommendations to
management for the repair, disposition and other relevant actions on all vehicles
and garage facilities.
(6) Shall perform such others duties that may be assigned
by the Director of Public Works, or in his absence, the Business Administrator.
E. Working days/hours. The lead mechanic is expected to
work 40 hours per week from 7:00 a.m. to 3:30 p.m., five days per week, Monday
through Friday, with 1/2 hour for lunch or other hours as assigned by the
Director of Public Works or, in his absence, the Business Administrator. The
lead mechanic is also required, during emergencies such as snowstorms, hurricanes,
natural disasters, etc., to work if necessary around the clock to maintain
the Borough vehicles in operating status.
F. Other conditions. The lead mechanic shall meet all requirements
or other conditions as required of a Class A mechanic.

A. Position created. There shall be created within the Borough
of South River the position of Recycling Coordinator, which shall be within
the Department of Public Works and under the supervision and control of the
Superintendent of Streets and Roads.
B. Purpose. The Borough of South River, as a participant
in the Middlesex County Solid Waste Program, intends to implement a recycling
center and to provide its citizens with various recycling programs. In order
to provide these services, a Recycling Coordinator is required.
C. Responsibilities. The Recycling Coordinator shall be
responsible to plan, implement, coordinate and supervise the operation of
the Borough of South River's recycling program and operations center, including
the development of data and support facilities and personnel, as well as to
keep records and prepare applications to obtain federal and state grants and/or
loans for such.
D. Reportability. The Recycling Coordinator shall report
to the appropriate Borough official, as designated by the Mayor and Council,
or his designee.
E. Education. He shall have a minimum of a high school education.
He shall also be required to supplement his education in appropriate disciplines,
including recycling, legal restrictions and licensing requirements for the
current and anticipated programs.
F. Experience. He shall have a minimum of four years of
verifiable employment in a related field or fields, with a history of progressive
advancement through subservient classifications.
G. Duties.
(1) The Recycling Coordinator shall be in charge of all recycling
operations and facilities in the Borough of South River, including but not
limited to the following:
(a) The erection, installation, operation and maintenance
of the Borough's present and proposed recycling center.
(b) The collection, storage and disposal of all recyclable
materials within the Borough, including paper, cardboard, various types of
glass bottles, ferrous and nonferrous (primarily aluminum) scrap, appliances
(white goods), oil, tires, leaves, compost material, wood chips, etc.
(c) The coordination and scheduling of the newspaper/cardboard
recycling effort in the Borough.
(d) The completion and filing, in a timely fashion, of the
New Jersey tonnage grant on a yearly basis.
(e) The coordination of any other related recycling programs.
(2) The Recycling Coordinator shall plan, direct, supervise
and be responsible to the appropriate Borough official, as designated by the
Mayor and Council, for the work, efficiency, actions, performance and conduct
of all personnel assigned to the Borough's recycling programs. His duties
with respect to use by the Borough of Middlesex County Probation Department
community service workers in conjunction with the Borough's recycling program
shall include the following:
(a) To schedule and arrange with the Middlesex County Probation
Department to have the necessary number of community service personnel to
complete projects, as required by department heads, on a weekly basis.
(b) To supervise community service personnel on a weekly
basis to assure completion of assigned projects in a timely and orderly fashion.
(c) To complete the necessary paperwork required by the Middlesex
County Probation Department with regard to hours worked and type of work performed
by community service personnel.
(3) The Recycling Coordinator shall prepare and submit requisitions
for all material used in the normal operation of all recycling activities
and shall be directly responsible for an inventory control system and its
updating, covering the materials and supplies used, on hand and on order and
the cost of the same.
(4) The Recycling Coordinator shall maintain such records
as may be required to satisfy all federal, state and local laws and requirements
regarding the collection, storage, sale and disposal of all recycled materials.
(5) The Recycling Coordinator shall be directly responsible
for the appraisal and evaluation, with and under the direction of the Personnel
Department and the appropriate Borough official, as designated by the Mayor
and Council, of the quantity and quality of work done by the personnel assigned
to him. He shall assist in the employees evaluation report of all personnel
assigned to him.
(6) The Recycling Coordinator shall be directly responsible
to the appropriate Borough official, as designated by the Mayor and Council,
for the planning and the preparation of the annual budget to be established
for the Office of Recycling Programs.
(7) The Recycling Coordinator shall maintain and certify
the accuracy of the daily time report or record and other statistical reports
as may be required.
(8) The Recycling Coordinator shall have the authority to
direct and supervise the performance and on-the-job training of personnel
assigned to him.
(9) The Recycling Coordinator shall be responsible to keep
the governing body, various department heads and other affected Borough offices
and personnel informed as to new developments and improved techniques in connection
with his activities and responsibilities.
(10) The Recycling Coordinator shall be directly responsible
for those other duties that may be assigned to him by the Mayor and Borough
Council from time to time.
H. Other requirements. The Recycling Coordinator shall:
(1) Have a valid New Jersey driver's license.
(2) Be able to plan and coordinate his activities and to
provide requested services to conform to the schedules and duties of Borough
departments.
(3) Have an aptitude for tactfully dealing with the public,
press, regulatory authorities and Borough officials, as required in such a
highly visible position.
I. Working days/hours. The Recycling Coordinator shall be
required to work those hours necessary to complete his duties as set forth
in this job description, and as may be assigned to him from time to time.
He shall also be required to maintain weekly time records of all work performed
by him, and to submit the same, on a monthly basis, to the appropriate Borough
official, as designated by the Mayor and Council.
