The Administrative Code shall establish a competitive
procurement system to govern the procurement of goods and services
and the procedures for contracting. In order to provide the best value
to the County, the competitive procurement system shall establish
procedures which allow for the full consideration of cost, quality
and performance. The procedures shall include, but not be limited
to: publication requirements, deposit and bond requirements, terms
and conditions, contract awards, formal and informal bidding mandates,
requests for proposals and quotations and emergency purchases.
