A. 
The Board of Trustees of the Village of Elmsford ordains that it shall be the duty of every owner or occupant of land fronting on the sidewalk to keep the sidewalk in front of said premises clear from snow and ice and to remove said snow and ice from the sidewalk within 10 hours after every snowfall which shall cease in the daytime and before 12:00 noon on the day of every fall of snow which might fall in the nighttime. In case the snow and ice are so congealed that they cannot be removed without injury to the pavement, the owner or occupant shall cause said snow and ice to be strewn with ashes and sand of sufficient quantity to make the premises safe for pedestrians and travel and shall remove said snow and ice as soon as the same can be removed without injury to the sidewalk or gutters.
B. 
In the event that said owner or occupant shall fail to comply with this section after reasonable notice, then the Village of Elmsford shall have the right to clean the sidewalk and charge to said occupant or owner the reasonable value of cleaning the same.
The use of salt for thawing purposes on sidewalks or crosswalks is prohibited.
In case of neglect of any owner or occupant of lands fronting on the sidewalks to keep the sidewalk in front of the premises owned or occupied by him clear of snow and ice as required, for a period of 24 hours after the cessation of the snowfall, the Board of Trustees may cause the sidewalk to be cleaned and assess the expense thereof upon said adjoining land.
