A. 
No unauthorized person shall uncover, make any connections with or opening into, use, alter or disturb any public sewer or appurtenances thereof without first obtaining a written permit from the Superintendent.
A. 
There shall be two classes of building sewer permits, including:
(1) 
A permit for residential, commercial or other establishments discharging sanitary wastewater only.
(2) 
A permit for service to establishments producing industrial wastes (see Article V, § 137-28).
B. 
In either case, the owner or his agent shall make application on a special form furnished by the village. The permit application shall be supplemented by any plans, specifications or other information considered pertinent in the judgment of the Superintendent.
C. 
If a permit application is submitted to the village within 90 days of the installation of the subject public sewer, no permit or inspection fee will be levied to the permittee.
D. 
A permit and inspection fee of $10 for a residential or commercial building sewer permit and $25 for an industrial building sewer permit shall be paid to the village at the time all other applications are filed.

Costs and expenses incident to the installation and connection of the building sewer shall be borne by the owner from the public sewer to his building. The owner shall indemnify the village from any loss or damage that may directly or indirectly be occasioned by the installation of the building sewer.

A separate and independent building sewer shall be provided for every building. Except where one building stands at the rear of another on an interior lot and no private sewer is available or can be constructed to the rear building through an adjoining alley, court, yard or driveway, the building sewer from the front building may be extended to the rear building and the whole considered as one building sewer.
The lines outside a building leading to the curb connections or public sewer may be used by property owners only if they are watertight, gastight and meet all other specifications, and if not meeting said specifications in their entirety, said lines may be used with special approval of the Superintendent.

The size, slope, alignment, materials of construction of a building sewer and the methods to be used in excavating, placing of the pipe, jointing, testing and backfilling the trench shall all conform to the requirements of the Building and Plumbing Code, other applicable rules and regulations of the village and the requirements outlined in Appendix I and Appendix II.[1] In no event shall the diameter of such pipe be less than four inches, nor shall the slope of such four-inch pipe be less than one-fourth inch (1/4) per foot.

Proper reducer or increaser fittings shall be used between all changes of pipe sizes and material so as to make a watertight and gastight joint. Deviations to the requirements of this section may be utilized in building sewer construction if the deviation has received the prior approval of the Superintendent. Whenever possible, the building sewer shall be brought to the building at an elevation below the basement floor. In all buildings in which any building drain is too low to permit gravity flow to the public sewer, sanitary sewage carried by such building drain shall be lifted by approved artificial means and discharged to the building sewer. Such installations must comply with the requirements of § 137-15A of this Article.
No person shall make connection of roof downspouts, exterior foundation drains, areaway drains or other sources of surface runoff or groundwater to a building sewer or building drain which in turn is connected directly or indirectly to a public sanitary sewer unless such connection is approved by the Superintendent for purposes of disposal of polluted surface drainage.
The connection of the building sewer into the public sewer shall conform to the requirements of the Building and Plumbing Code or other applicable rules and regulations of the village or the procedures set forth in appropriate specifications of the American Society for Testing and Materials (ASTM) and the Water Pollution Control Federation (WPCF) Manual of Practice No. 9. All such connections shall be made gastight and watertight. Any deviation from the prescribed procedures and materials must be approved by the Superintendent before installation.
The applicant for the building sewer permit shall notify the Superintendent when the building sewer is ready for inspection and connection to the public sewer. The connection shall be made under the supervision of the Superintendent or his representative.
All excavations for building sewer installation shall be adequately guarded with barricades and lights so as to protect the public from hazard. Streets, sidewalks, parkways and other public property disturbed in the course of the work shall be restored in a manner satisfactory to the village.
Repairs to sewage connections shall be made with such materials as are prescribed by this Part 1 for new work insofar as is practical.
Maintenance of the building sewer is the responsibility of the property owner. In the event that a property is unable to discharge its wastes into the public sewer, it will be presumed that the fault is in the private connection, unless contrary facts are in evidence.
Power charges associated with a.grinder pump/pressure sewer connection to the public sewer shall be the responsibility of the user.
