All vehicles used in the collection and disposal
of residential waste, offal, ashes, dead animals, decaying vegetables
or animal matter and waste substances of any and all kinds, which
vehicles are hauled over the thoroughfares of this Borough, in carrying
out the foregoing shall be so constructed so as to permit no leakage
or seepage while being so transported. All vehicles being operated
on the streets of the Borough shall be properly fitted and equipped
with a covering sufficient to prevent the escape of any materials
from said trucks.

No person or persons shall engage in the hauling
of any residential waste, offal, ashes, dead animals, decaying vegetables
or animal matter and waste substances of any and all kinds for hire
until he shall have first obtained a permit to do so from the Secretary
of the Borough Council of Sayre Borough. The fee for said permit shall
be set by the Borough Council through resolution, said permit to run
from January 1 to December 31 of each year.
