All applications or requests to the County for a new cable television franchise, modification of a franchise, renewal of a franchise or transfer of a franchise, whether by negotiation or by ordinance, or for the issuance of a request for proposals, shall not be considered complete until a nonrefundable filing fee of $500 is paid. Such fee shall be applied against the cost of advertising public hearings. In the event the cost of such advertising exceeds $500, the applicant shall be responsible for such additional costs, which must be paid before any action is taken by the County. The fee provided for herein shall be in addition to all fees required by other provisions of this Code. The amount of said fee may be changed from time to time by resolution of the Board of Supervisors. Any such fee hereafter approved by resolution shall be shown on a schedule kept in the office of the County Administrator available for public inspection.
