A. 
It is the purpose of this chapter to accomplish the following.
(1) 
To promote the public health, safety and general welfare and to minimize public and private losses due to flood conditions in specific areas by provisions designed to protect human life and health, minimize expenditure of public money for costly flood control projects, minimize the need for rescue and relief efforts associated with flooding, minimize prolonged business interruptions, minimize damage to public facilities and utilities located in areas of special flood hazard, help maintain a stable tax base by providing for the sound use and development of areas of special flood hazard so as to minimize future flood blight areas, ensure that potential buyers are notified that property is an area of special flood hazard and ensure that those who occupy the areas of special flood hazard assume responsibility for their actions.
(2) 
To ensure eligibility for continued participation by the Town of North Branford in the National Flood Insurance Program by establishing policies and permit requirements related to land use and development in areas of special flood hazard within the Town of North Branford, consistent with regulations of the National Flood Insurance Program, as published in the Federal Register, Volume 41, No. 206, dated October 26, 1976, and any revisions thereto.
B. 
The North Branford Town Council, acting under authority duly granted, hereby adopts and enacts this chapter as the floodplain management regulations of the Town of North Branford, Connecticut. The Legislature of the State of Connecticut has in Title 7, Chapter 98, Section 7-148(c)(7)(A), and in Title 8, Chapter 124, Section 8-2, of the General Statutes delegated the responsibility to local governmental units to adopt regulations designed to promote the public health, safety, and general welfare of its citizenry.
