It shall be unlawful for any person to hawk, peddle or, as an itinerant vendor, sell or offer for sale any goods, wares, merchandise or produce of any kind or description or any articles whatsoever without first obtaining a license from the Clerk of the Borough for such purpose and paying therefor a license fee of $50. Such license shall permit the holder thereof to use one cart, automobile or wagon; for every additional cart, automobile or wagon used by the holder of such license, he shall pay an additional fee of $25.
A. 
Every application for a license shall be made, in writing, on a form provided and approved by this Council, signed by the applicant, giving his residence and business address and a description of each cart, automobile or wagon to be used by him in said business.
B. 
Upon the payment of such license fee or fees, the Borough Clerk is hereby authorized to issue the license applied for, and, if application for an additional cart, automobile or wagon is applied for, a description of any and all such vehicles to be used by the licensee shall be set forth in the license.
All licenses shall expire on the 31st day of December next after the granting of the same.

This article shall not apply to any person or persons selling at wholesale to merchants transacting business in the Borough.
The license fees imposed under this article shall be for revenue.
Every license granted under the provisions of this article may be suspended or revoked by the Mayor and Council of the Borough on satisfactory cause appearing to the Mayor and Council for so doing, and during such suspension or after such license shall be revoked, such license shall be inoperative and of no effect.

If an applicant for one or more licenses shall desire the same for a limited period only, the Mayor and Council to whom the application may be made for such license may grant the same for such limited time and require the person or persons to whom the same shall be granted to pay such proportionate part of the license fee hereinbefore fixed by the Mayor and Council in each particular case as shall be deemed equitable, just and proper, but in no case shall a license be granted for a fee of less than $25.
It shall be unlawful to hawk, peddle, sell or vend or offer for sale any goods, wares, merchandise, produce or any other article whatsoever on any public street or sidewalk, except from a cart, automobile or wagon.

No person or persons shall walk, ride or stand on the public streets or sidewalks exhibiting their goods, wares or merchandise.
Every person holding a license as above provided shall produce the same for inspection whenever requested to do so.
The Clerk shall keep a record of all licenses issued by him and report the same at the regular meeting of the Council following the date of the issuing of the license and shall promptly pay all moneys collected by him for licenses to the Borough Collector.
