There is hereby created a Highway Commission to be composed of a Chairman and four members, all of whom are to be appointed by the Board of Trustees.
A. 
The first Chairman shall be appointed for a term to expire at the end of the official year, and a successor shall be appointed for each successive year for a full term to expire at the end of the official year. No such term shall exceed one year.
B. 
The first appointment of members shall be for terms so fixed that at least one will expire at the end of each official year and continue in succeeding years until the entire original appointments run out. Successors to form appointees, the term of whose offices have expired, shall be appointed for a full term of five years. No such term shall exceed five years.
It shall be the duty of this Commission to act in an advisory capacity and make recommendations to the Board of Trustees with regard to the following:
A. 
Care, maintenance, operation, control, supervision and management of the municipal garage.
B. 
Care, maintenance, operation, control, supervision and management of the Highway Department.

It shall also be the duty of this Commission to act in an advisory capacity and make recommendations to the Board of Trustees with regard to the installation and removal of traffic control devices and:
A. 
To analyze the design, construction and repairing of public roads, streets and highways.
B. 
To recommend the paving, repaving, resurfacing and repairing of public roads, streets and highways within the Village.
C. 
To recommend the installation or removal of public roads, streets and highways within the Village.
