All matters concerning, affecting or relating
to the construction, alteration, demolition or removal of structures
erected or to be erected in this Village are presumptively provided
for in this chapter, except insofar as such provisions are contained
in the Village Law, the Labor Law, the Industrial Code or other laws
of the State of New York or the rules promulgated in accordance with
the provisions of this article by the Superintendent of Buildings.
This code is hereby declared to be remedial
and shall be construed liberally to secure the beneficial interests
and purposes thereof, and where there are practical difficulties in
the way of carrying out the strict letter of the law, the spirit of
the law shall be observed and public safety secured and substantial
justice done.
All provisions of this code shall apply with
equal force to municipal and private structures, except as may be
otherwise specifically provided by law.
Where any inconsistencies occur between the
provisions of the Zoning Laws of the Village of Freeport and this Building Code, the more restrictive provisions
shall prevail.
