In accordance with the minimum standard requirements for the establishing of new Town roads in the Town of Plattekill and within the scope of this chapter, the Planning Board shall require the following improvements in new subdivisions.
Monuments of a type approved by the Superintendent shall be placed in accordance with the provisions of § 93-26 of this chapter.
A. 
Sanitary sewer lines, waterlines and gas lines shall be installed in accordance with the plans and specifications approved by the Engineer and/or Superintendent. Connections and service lines for each lot shown on the plat shall be installed from the mains in the street to the street right-of-way lines.
B. 
Wherever it is necessary to extend a sanitary sewer line, a storm sewer line, a waterline or a gas line in order to connect with the system already installed by the subdivider or, alternatively, by the Town, the Planning Board shall have written notice from the person or corporation desiring the extension that such extension will be installed by them.
C. 
The installation of all utilities and other subsurface work must be completed before the streets are paved.
A. 
A storm sewer system and other drainage improvements shall be installed in accordance with the plans and specifications approved by the Engineer and/or the Superintendent.
B. 
Whenever proper drainage of the property requires changes in grades other than in streets, such grading shall be done in accordance with the plans approved by the Engineer and/or the Superintendent.
C. 
Wherever a final grade slope is to exceed a ratio of 1.3, it shall be sodded and/or supported by a retaining wall of adequate design.
Streets shall be installed in conformity with the minimum standard requirements for the establishing of new Town roads in the Town of Plattekill.
Curbs, if required by the Planning Board, shall be installed in conformity with the standards and specifications approved by the Engineer and/or the Superintendent.

A. 
Sidewalks, if required by the Planning Board, shall be located in accordance with the typical section included in the minimum standard requirements for the establishing of new Town roads in the Town of Plattekill and shall be installed in accordance with the standards and specifications approved by the Engineer and/or the Superintendent.
B. 
Sidewalks in BD Business Districts located in Plattekill and Modena. Sidewalks shall be required on all subdivision lots within the BD Business districts located in Plattekill and Modena as shown on the Zoning Map. Such sidewalks shall extend the full length of such lot along any street, public or private.
(1) 
The Planning Board shall require all such lots in the business district to provide for the layout of sidewalks within the public highway right-of-way (in accordance with the design in Chapter A119) or within a sidewalk easement which specifies the location, and layout of such sidewalks on such lot. In the event that such sidewalks are not immediately required as hereinafter provided, all such lots shall provide for an easement for the location of sidewalks in the future unless the sidewalks can be located within the public highway right-of-way.
(2) 
Where the Planning Board determines that suitable sidewalks are not immediately required because of the inadequacy or lack of connecting sidewalks adjacent to or in proximity to the lot, the Planning Board may waive the requirement of sidewalk construction on the condition that the subdivider deposit a cash payment with the Town Supervisor in lieu of construction of sidewalks. Such payments shall be placed in a trust fund to be used exclusively for the construction of sidewalks in the business districts. The amount of such payment shall be determined from time to time by resolution of the Town Board.
The Planning Board may require that a plat show a park or parks suitable in location and of reasonable size for recreation purposes.
A. 
The subdivider shall, at least five days prior to commencing construction of required improvements, pay to the Town Clerk an inspection fee of 5% of the required improvements.

B. 
The subdivider shall notify the Town Board, in writing, of the time when he proposes to commence construction of such improvements so that the Town Board may cause inspection to be made to assure that all Town specifications and requirements are met during the construction of required improvements and to assure satisfactory completion of utilities required by the Planning Board.
C. 
The subdivider shall, prior to backfilling or covering of subsurface work or installations, notify the Engineer and/or the Superintendent in ample time to allow for inspection of the work.
D. 
Report of Town Engineer; effect of previous default on plats.
(1) 
If the Town Engineer shall find, upon inspection of the improvements performed before the expiration of the performance bond, that any of the required improvements have not been constructed in accordance with the plans and specifications filed by the subdivider, he shall so report to the Town Board and the Planning Board. The Town Board shall then notify the subdivider and, if necessary, the bonding company and take all necessary steps to preserve the Town's rights under the bond.
(2) 
No plat shall be approved by the Planning Board as long as the subdivider is in default on a previously approved plat.
E. 
Building permits and/or certificates of occupancy may be withheld until required improvements are brought into conformity with the plans and specifications filed by the subdivider.
