GENERAL REFERENCES

As used in this chapter, the following terms shall have the meanings indicated:
BUILDING
Any structure used or intended to be used as a dwelling or as a place of business or industry but shall not include any public building, or any structure built as a place of worship, or any accessory building located upon a lot where there is also a main building.
The Borough Secretary shall draw up a numbering plan for the entire Borough and shall assign numbers to all lots and buildings located in the Borough. Such numbers shall be assigned according to the system prescribed in this chapter.
A. 
The intersection of Main Street and Walnut Street shall be the point of reference upon which such numbering system shall be based. Although Main Street runs generally in a northeast-southwest direction, and Walnut Street runs generally in a northwest-southeast direction, for the purpose of this chapter, Main Street shall be considered as the east-west axis and Walnut Street as the north-south axis of the numbering system.
B. 
Upon Main Street and all streets running parallel or generally parallel thereto, the numbering system shall commence at Walnut Street with number 100 and shall increase eastwardly and westwardly from the intersection with Walnut Street. The allotment of numbers shall be made as nearly as practicable one number for every 50 feet. The odd numbers shall be on the north sides of such streets, and the even numbers shall be on the south sides thereof.
C. 
Upon Walnut Street and all streets running parallel or generally parallel thereto, the numbering system shall commence at Main Street with number 100 and shall increase northwardly and southwardly from the intersection of Main Street. The allotment of numbers shall be made as nearly as practicable one number for every 50 feet. The odd numbers shall be on the east sides of such streets and the even numbers on the west sides thereof.
D. 
Upon all streets now or hereafter located and not running generally parallel to Main Street or to Walnut Street or in any way not conforming to the prevalent pattern of street arrangements in the Borough, numbers shall be assigned by the Secretary at approximate fifty-foot intervals, as closely as practicable to the numbers used upon neighboring streets running in an approximately parallel direction or, if the latter is not practicable, then in the manner that the Secretary considers will provide a most logical means of locating the property.
Numbers shall be assigned to all existing buildings in the Borough by the Borough Secretary as soon as possible after the adoption of this chapter, and the Borough Secretary shall immediately thereafter send to the owner of every lot or property upon which a building is located a notice of the number assigned to such building, directing that such number be affixed to such building, or elsewhere upon the property in the manner prescribed by this chapter, within 30 days of such notice. Every property owner who shall disregard or fail to comply with such notice within the time limit stated therein shall be guilty of a violation of this chapter.
Numbers, as assigned to each building in the Borough according to the provisions of this chapter, shall be affixed to or painted upon or carved upon such building or upon a permanent standard, base or support between such building and the street upon which the building faces. Each number shall be at least four inches high with a stroke width of 0.5 inch, in keeping with Section 505 of the 2006 edition of the International Fire Code, shall be of such color and material as to be visible from the street, and shall not be obscured by foliage or other obstruction. The property owner shall constantly maintain such numbers in complete, legible and unobscured form and shall reaffix or renew all numbers that shall not continue to conform to the requirements of this section; provided that, in the case of any building occupied otherwise than by the owner thereof, the occupant of the first floor, rather than the owner thereof, shall be responsible for maintaining numbers upon such building as hereby required.

Whenever a building shall hereafter be erected in the Borough, no building permit shall be issued for the erection of such building except with the official number for such building, as obtained from the Borough Secretary, indicated upon such permit. Within 30 days after the erection of such building and before the occupancy thereof, such number shall be affixed by the owner thereof in the manner required by this chapter in the case of existing buildings and shall thereafter be maintained as hereby required for the numbers of existing buildings.

Any person who violates any provision of this chapter shall, upon conviction, be sentenced to pay a fine of not more than $600, and costs of prosecution, and, in default of payment of fine and costs, to undergo imprisonment for not more than 30 days, provided that each week's continuance of a violation shall constitute a separate offense.
