No bicycle shall be allowed to proceed in any street in the Village by inertia or momentum with the feet of the rider removed from the bicycle pedals. No rider of a bicycle shall remove both hands from the handlebars or practice any trick or fancy riding in any street in the Village nor shall any bicycle rider carry or ride any other person so that two persons are on the bicycle at one time, unless a seat is provided for a second person.
No person shall operate a bicycle upon a highway during the hours of darkness unless equipped as required in § 347.489, Wis. Stats.
No person shall leave a bicycle at such a place or in such a way as to create a hazard to pedestrians, automobile operators or to anyone else.
Persons riding or using bicycles or other similar vehicles along or upon any public street, avenue, lane, alley or other public road, ground or way within the Village shall not ride more than two abreast excepting in a general parade or public demonstration.
The provisions of Ch. 346, Wis. Stats., shall be applicable to the operation of bicycles where appropriate.

No person shall ride a bicycle on the sidewalks in the Business District of the Village of Westfield on Main Street between East First Street and East Third Street and on the west side of Main Street between East. Third Street and West Fourth Street and on East Second Street between Thomas Street and Westfield Creek.

Operators of bicycles may drive upon any sidewalk area where such operation is not otherwise clearly prohibited. Every person operating a bicycle upon a sidewalk shall yield the right-of-way to any pedestrian and shall exercise due care and give an audible signal when passing a bicycle rider or pedestrian proceeding in the same direction.
The owner of each bicycle operated in the Village of Westfield shall pay a one-time fee as set by the Village Board to the Village Clerk-Treasurer and receive a permit together with any license plate or further evidence of registration that the Clerk-Treasurer and the Police Department shall require from time to time. The fee shall be established for the life of the bicycle.
Every owner or operator of a bicycle within the Village shall, prior to operation, file with the Police Department a complete description of such bicycle upon a blank form to be provided for the purpose, which such filing of description shall constitute a registration of such bicycle for the purpose of this chapter. Every owner of a bicycle shall list and register with the Police Department his name and address, name of the manufacturer of his bicycle and its number, model and general description. Such registration shall be serially numbered and kept on file by the Chief of Police in his office as a public record.
Immediately upon the registration of the bicycle in his office, the owner, as directed by the Chief of Police, shall affix to such bicycle an identification decal, serially numbered to correspond with the registration of each bicycle. Each decal shall thereafter remain affixed to such bicycle unless removed by the Police Department for cause or for replacement with another decal. A fee as set by the Village Board per registration shall be made for the inspection and registering of any bicycle under the provisions of this chapter. The registration period for a bicycle shall be for the period of time that the licensee retains ownership thereof, the intent being that such registration shall expire upon termination of ownership thereof and that new registration shall be required for replacement or an additional bicycle.
