§ 43-1 Title.

This Local Law No. 8 of the year 1996 shall be entitled "Addressing and Renumbering of Streets and Roads, Buildings and Property within the Town of Goshen."

§ 43-2 Authority to assign numbers; notice.

The Executive of the County of Orange, the office of E-911 of the County of Orange and/or the Town of Goshen Planning Board and/or the Town of Goshen Assessor and/or the Town of Goshen Police Department shall have the authority to assign numbers to every parcel of real property within the Town of Goshen that exists as of the effective date of this chapter. Numbers shall be assigned to new parcels created after the effective date of this chapter, by subdivision, or otherwise, by the Town of Goshen Planning Board and the Town of Goshen Assessor. The owner of every parcel of real property within the Town of Goshen, as of the effective date of this chapter, shall be notified in writing of the new address assigned to such parcel. For this purpose, notice given prior to the effective date of this chapter by the Executive of the County of Orange, or at his direction, with respect to any parcel of real property within the Town of Goshen, pursuant to the adoption of numbers or naming of streets or roads, with respect to the Enhanced 911 System, shall be deemed notice for the purposes hereunder.

§ 43-3 Display of numbers.

Each owner, agent of the owner or occupier of real property within the Town of Goshen, after having received notice of the number assigned to his/her parcel of real property and/or name of the street or road, the same of which is located on, shall, within 30 days after such notice is sent or after the effective date of this chapter, whichever occurs later, be responsible for displaying and maintaining the display of the number of said parcel of real property in accordance with this chapter as follows:
A. 
Commercial property (nonresidential). In the event that the parcel contains one building, then one number of the parcel of real property shall be conspicuously displayed on the face of the building. The face shall be the side facing the street of address and shall be readily readable from the street without the aid of any artificial lens or lenses. In the event that the parcel contains more than one building and more than one number is assigned to the parcel of real property, then the numbers shall be conspicuously displayed on the respective faces of each building or on a gate post, mailbox, fence or other appropriate structure (i.e., a sign) within 25 feet of the road pavement of the street address that is readily readable from said street or road without the aid of any artificial lens or lenses. Wherever practical, said numbers shall be placed near some light or source of illumination so that it may be readily seen at night.
B. 
Residential property. On each parcel of improved residential property, the number shall be conspicuously displayed on the face of the building, the face being the side facing the street or road of address which it fronts, and shall be readily readable from the street without the aid of any artificial lens or lenses. If such parcel of residential property contains more than one building, and more than one number is assigned to such parcel, the numbers of the buildings shall be conspicuously displayed on the respective faces of each such building. If the number is displayed on a gate, post, mailbox, fence or other appropriate structure (i.e., a sign) it must be within 25 feet of the edge of the road pavement of the property. If the building is not visible from the street, the number must be displayed on the mailbox or visible post. The numbers shall be so placed that they will not be obstructed by trees, shrubbery, porches or other extensions of the building. Wherever practicable, said number shall be placed near some light or source of illumination so that it may be readily seen at night. The display of any house number other than the number assigned by the Town of Goshen is prohibited.
C. 
Size of numbers. For commercial property, the displayed numbers shall be not less than eight inches nor more than 12 inches in height. For residential property, the displayed numbers shall be no less than four inches nor more than six inches in height.
D. 
The displayed numbers shall be block Arabic numerals.
E. 
The color of the displayed number must contract with its background color.

§ 43-4 Penalties for offenses.

Any owner, agent of the owner or occupier of real property within the Town of Goshen who violates any of the provisions of this chapter shall be guilty of a violation and shall be subject to a fine not to exceed $50. Each day on which such violation continues shall constitute a separate violation.

§ 43-5 Enforcement.

This chapter shall be enforced by the Town of Goshen Building Inspector or any police officer of the Town of Goshen.
