A. 
The rate of compensation of each officer and employee of the Borough of Collingswood shall be established by and advertised in the Annual Salary Ordinance. Salaries shall be paid on a biweekly or monthly basis. The current Salary Ordinance is on file in the borough offices.
B. 
All other employees shall be paid on a biweekly basis and at an hourly rate to be determined by the department head.
The duties and terms of employment of the several officers and employees shall be as prescribed by statute, ordinance or resolution if any such have been enacted; otherwise, such duties and terms shall be such as shall be prescribed by the Board of Commissioners.
A. 
The Treasurer shall present monthly to the governing body for approval warrants drawn to the order of the Borough of Collingswood Payroll Account as follows:
(1) 
In advance for all employees whose salaries are on an annual or biweekly basis when such salaries are due and payable prior to the next regular meeting of the governing body.

(2) 
In advance for all employees whose compensation is on an hourly basis when the compensation has been approved by some responsible designated official and the Commissioner in charge of the particular department in which such person is employed and has been certified to the Municipal Treasurer.
B. 
At the first meeting of the governing body in January of each year, there shall be approved an account to be designated the "Borough of Collingswood Payroll Account," and, from time to time, the Treasurer, upon receipt of a warrant for the amount due such payroll account, shall deposit the same to the credit of the payroll account, charging the appropriate budgetary accounts therewith.
C. 
The Treasurer shall thereafter draw checks on said payroll account to the employees entitled to payment therefrom.
D. 
At either of the regular meetings of the governing body each month, the Treasurer shall submit for approval or ratification, as the case may be, the necessary payrolls for the amount due to the several officers and employees for compensation. The payrolls shall be considered by the governing body in due course and approved if found to be correct.
E. 
In case of error or adjustment in the payroll, the Treasurer shall and it shall be his duty to see that such error or adjustment is properly corrected and an appropriate record made thereof.
F. 
Such officers as may be designated by the governing body are hereby authorized to sign warrants drawn in favor of the payroll account upon due notice that the appropriate payrolls have been approved by the proper Commissioner or the proper certifying authorities, which certifying authorities or Commissioner shall be designated by resolution or by law.
All said salaries shall be retroactive to January 1 for the current year; provided, however, that where such position or office is filled after the beginning of the year, the same shall be paid pro rata for the remainder of the year only, and provided further that in the event that any officer or employee is entitled to a raise or increment in salary during the course of any year, then such officer or employee shall be paid such raise or increment in salary during the course of the year as and when determined and approved by the Board of Commissioners and shall not be entitled to receive the same before such determination and approval, anything herein contained to the contrary notwithstanding.

All full time employees and elected public officials who receive compensation from the Borough of Collingswood are mandated to have direct deposit of their compensation as of July 18, 2014, in accordance with P.L. 2013, c. 28, as defined under N.J.S.A. 52:14-15f(b).
Municipal employees may request, in writing, an exemption from the direct deposit mandate to the Borough of Collingswood Administrator. The Administrator may grant such an exemption only for good cause.
