The owner or owners, tenant or tenants of lands abutting or bordering upon the sidewalks and gutters of the public streets, avenues and highways shall remove all snow and ice from the same within 12 hours of daylight after the same shall be formed or fall thereon.

In cases where the owner or owners, tenant or tenants shall have refused or neglected to remove the same in the manner and within the time provided above, the snow and ice shall be removed from any sidewalk or gutter of the offending owner or owners, tenant or tenants under the direction of the Superintendent of Public Works, who shall certify the cost thereof to the governing body, which shall examine the certificate and, if found correct, shall cause the cost as shown thereon to be charged against the lands abutting or bordering such sidewalk or gutter. The amount so charged shall forthwith become a lien upon such land and shall be added to and form part of the taxes next to be assessed and levied upon such lands, the same to bear interest at the same rate as taxes, and shall be collected and enforced by the same officers and in the same manner as taxes.

In addition thereto, any person violating any provision of this article shall be deemed to be a disorderly person and, upon conviction thereof, shall be punished by a fine not to exceed $1,000, imprisonment in the county jail for a period not to exceed 90 days or a period of community service for not more than 90 days, or any combination thereof.
