The Township Council finds that the New Jersey
Department of Environmental Protection has determined that stormwater
runoff is a significant source of pollution in the waters and streams
of the state, which determination is concurred in by the Township.
This chapter is intended to regulate the feeding of wildlife, disposal
of waste, including pet solid waste, yard waste collection, litter,
and other waste and pollution that may find its way into stormwater
runoff in order to improve, preserve and protect the water quality
of waters and streams within the Township and surrounding communities
that may be downstream from the Township so as to protect the health
safety and welfare of the public. This chapter also regulates connections
to the municipal separate storm sewer system (MS4) operated by the
Township and establishes penalties for violations of the provisions
of this chapter.
