A map properly showing the dividing lines of the several election districts
mentioned and described herein is filed in the office of the Town Clerk of
Dover.

The Town of Dover shall be divided into four wards, as heretofore, and
the existing lines and boundaries of each ward shall be changed in order to
equalize the population of each ward as nearly as practicable.

A Ward Commission authorized by N.J.S.A. 40:44-9 et seq. is hereby created
to make such changes of the lines and of the boundaries of the respective
wards, which Commission shall be comprised of the members of the County Board
of Elections, together with the Town Clerk.

The Commission shall organize and thereafter make and file a report
of the change of the lines and the boundaries of the four wards in the manner
and within the time fixed by law.

The changes of the lines and boundaries of the four wards as defined
and fixed by the report of the Commission shall take effect as provided by
law after the Commission shall have filed its report in the office of the
Town Clerk of the Town of Dover, and such lines and boundaries
so established shall thereupon become the new lines and boundaries of the
respective wards identified numerically: 1st Ward, 2nd Ward, 3rd Ward, 4th
Ward, Dover, New Jersey.
