Pursuant to authority vested in the City Council by virtue of N.J.S.A. 40:81-13 and N.J.S.A. 26:3A2-1, a Health Advisory Board is hereby established which shall be a standing advisory board called the "Garfield Health Advisory Board (HAB)."
The members of the Health Advisory Board shall be appointed by the City Council, shall be seven in number and shall serve for a term at the pleasure of the City Council.
A. 
The Health Advisory Board shall serve solely as an advisory board to the City Council and City Manager pursuant to N.J.S.A. 40:81-13. It shall make recommendations to the City Council and City Manager concerning the passage, repeal or amendment to ordinances and regulations effecting the delivery of health services within the City of Garfield.
B. 
Members of the Health Advisory Board shall serve without compensation. Members may not be interested directly or indirectly in any contract or job for work materials, services or profits to be performed for the City, nor shall any member accept or receive directly or indirectly from any person or entity operating within the City any frank, free pass, ticket or free service or accept or receive directly or indirectly from any person or entity any other service upon terms more favorable than is granted to the general public. Nor shall any member accept any promise from any person who is a candidate for office, appointed or otherwise, within the City for the purpose of influencing or obtaining support aid or a vote.
C. 
The Health Advisory Board shall serve in a policy advisory capacity and may not become involved with the administration of the Health Department or its employees which authority is vested in the City Manager.
