No person shall own, keep or harbor any dog which has attained the age of seven months or which possesses a set of permanent teeth, in the City of Garfield, without first obtaining a license therefor, to be issued by the City Clerk of the City of Garfield upon application by the owner of said dog and payment of the license fees hereinafter set forth, and no person shall own, keep or harbor any dog of licensing age in the City of Garfield except in compliance with the provisions of this article.
Any person who shall own, keep or harbor a dog of licensing age shall annually in the month of January apply for and procure from the Clerk of the City of Garfield or other official designated by the governing body thereof to license dogs in the municipality in which he resides a license and official metal registration tag for each such dog so owned, kept or harbored, and shall place upon each such dog a collar or harness with the registration tag securely fastened thereto.

A. 
The annual fee to be paid for a dog license is hereby fixed in the sum of $15 for any nonspayed or nonneutered dog, of which $1 shall be remitted to the state as the registration fee, $20 shall be remitted to the state for the Pilot Clinic Fund, and $3 shall be remitted to the state as the Animal Population Control Fund; provided, however, that the fee shall be $10 if the owner shall submit a certificate signed by a licensed veterinarian stating that the dog has been spayed or neutered, in which case $1 shall be remitted to the state as the registration fee and $20 shall be remitted to the state for the Pilot Clinic Fund.
B. 
All dog owners must apply for and receive a license no later than January 31 of each calendar year. The late fee for dog licenses obtained:

After February 1: $5.
(2) 
After March 1: $10.

Only one license and registration tag shall be required in any licensing year for any dog owned in New Jersey, and such license and tag shall be accepted by all municipalities as evidence of compliance with the local ordinance and with state law.
The owner of any newly acquired dog of licensing age or of any dog which attains licensing age shall make application for license and registration tag for such dog within 10 days after such acquisition or age attainment.
No person, except an officer in the performance of his duties, shall remove a registration tag from the collar of any dog without the consent of the owner, nor shall any person attach a registration tag to a dog for which it was not issued.
License fees and other moneys collected or received under this article shall be forwarded to the Tax Collector of the City within 30 days after collection or receipt and shall be disbursed as provided for in N.J.S.A. 4:19-15.11.
The provisions of N.J.S.A. 4:19-15.1 et seq. shall be construed to apply to the City of Garfield, and any and all police officers or agents authorized or empowered to perform any duty under said Act shall be empowered to do so by virtue of this article as if the same were fully included and recited herein.

Any dog not bearing a registration tag as required by N.J.S.A. 4:19-15.2 shall be impounded, redeemed and disposed of as provided in N.J.S.A. 4:19-15.16.

Except as provided in N.J.S.A. 4:19-15.19, any person who violates or who fails or refuses to comply with the provisions of this article shall be punished by one or more of the following: a fine not exceeding $2,000; imprisonment for a term not exceeding 90 days; and/or a period of community service not exceeding 90 days.
