It shall be unlawful to operate or conduct within the City of Garfield any junkyard, vehicle or home appliance graveyard, dismantling plant or business, the storage and processing of any scrap metal, old rags, paper, cartons, etc., and secondhand materials on or in any street, lot, yard, garage, truck or vehicle, home, building or other premises, private or public place, without first obtaining a permit from the Health Officer and also meeting all requirements of Chapter 341, Zoning, of the Code of the City of Garfield.

All licensed persons or businesses of the previous section shall maintain their premises or buildings in an orderly manner as to their maximum storage, within the opinion of the Health Officer and his or her inspectors, to prevent rodent harborage, odors, fumes, mosquito and insect breeding, safety and fire hazards or any nuisance. All burning is prohibited on these premises.

It shall be unlawful to collect, with any type of vehicle in the City of Garfield, any scrap metal, old rags, paper, cartons, home appliances or any type of secondhand materials, without first obtaining a permit for that purpose from the Health Officer.
It shall be considered a nuisance to store or park a truck or vehicle containing junk, scrap metal, dismantled parts of junk, old pipes, rags, paper cartons or secondhand materials for resale on any street, lot, yard, garage, building or other premises, private or public, in the City of Garfield, other than on the premises or in a building of a licensed junkyard.
