[HISTORY: Adopted by the Township Committee of the Township of Kingwood 3-19-1990 by Ord. No. 7-5-90. Amendments noted where applicable.]
A. 
There is hereby established a Commercial and Industrial Committee of the Township of Kingwood. The Committee shall be composed of seven members, consisting of the Mayor and six members appointed by the Mayor, all of whom shall be citizens of the Township of Kingwood and shall serve without compensation.
B. 
Of the appointed members, one shall be a member of the Planning Board, one shall be a member of the Kingwood Township School Board, and one shall be a member of the Environmental Commission. These three members, who shall qualify by their membership on another board, shall serve for terms of three years or until the completion, of their respective terms in their other board offices whichever occurs first. If their service on this committee is terminated prior to the end of their terms, a vacancy shall occur and shall be filled as set forth herein. The Mayor shall make every effort to match the terms of members of other boards to the terms of this Committee.
C. 
Of the members first appointed to the Committee, two shall be appointed for the term of a portion of one year ending December 31, 1990; two for the term of two years ending December 31, 1991; and two for the term of three years ending December 31, 1992; and to be designated by the Mayor in making the appointments. Their successors shall be appointed for terms of three years. The Mayor may designate one of the members to serve as Chairperson of the Committee. If the Mayor does not designate a Chairperson, the Committee as a whole shall elect a Chairperson. The Committee shall also elect a secretary from among its members for the purpose of normal communications and the preparation and posting of minutes of all meetings and such other duties generally associated with such position.
D. 
Vacancies in the membership of the Committee, occurring for whatever cause, shall be promptly filled by the Mayor for the unexpired term thereof. Members shall serve for their respective terms and until their successors are appointed and qualify.
E. 
To avoid any possible conflict of interest, no more than one of the members appointed to the Committee shall be conducting business within the Township in such areas as real estate sales, development, commercial or industrial brokering or construction activities associated with commercial or industrial property development.
The Commercial and Industrial Committee shall:
A. 
Conduct an ongoing study and survey of the properties and opportunities available in the Village Commercial and Business Park Districts to attract suitable commercial or industrial enterprises.

B. 
Study, review and analyze the infrastructure and environmental restrictions of the Village Commercial and Business Park Districts in relation to the zoning requirements[1] of each district, including principal permitted uses, the prohibited uses and other regulations and requirements; and if appropriate, make recommendations to the Township Committee and Planning Board the would enhance the opportunities to attract new business without infringing upon the existing properties established within these zones of the Township.

C. 
Utilizing the analysis results of Subsection B above, determine the types of commercial and industrial businesses that would be best suited to meet the economic and social needs of the Township and which could operate successfully and profitably under any environmental and infrastructure restrictions that may exist; and target these business segments as prime candidates to attract to the Township.
D. 
Maintain contact and work with existing commercial and industrial businesses within the Township to determine if any rules and regulations existing should be modified to enhance the business opportunities without infringing upon the land use philosophy and environmental or zoning requirements of the Township; make any recommendations for change to the Township Committee and Planning Board.
E. 
Evaluate proposed changes and communicate recommendations to the Township Committee and Planning Board any time that the Township Committee or Planning Board is considering changes to the zoning regulations of the Business Park and Village Commercial Districts.

F. 
Take the lead in developing a spirit of cooperation and pride among the commercial and industrial businesses within the Township so as to obtain voluntary action for the updating and improvement of property to make each more pleasant and attractive to customers, Township residents and the general public such that this spirit and progress will help attract other businesses to the Township.
G. 
Develop moderate range plans [five years] for enticing new enterprises to the Township; and establish a budget each year necessary to accomplish the goals of the plan, such as but not limited to the preparation and distribution of material and data advertising the advantages of the Township for suitable commercial and industrial businesses. Such budget shall be submitted to and be subject to the approval of the Township Committee.
