A. There shall be an Economic Development Council of
the Township consisting of 12 members, one of whom shall be a liaison
from the Township Committee and one of whom shall be the Township
Administrator.

B. The remaining 10 regular members shall be appointed
by the Township Committee for three-year terms on a staggered basis.
Each member shall serve until his/her successor has been appointed
and qualified. These members shall be residents of the Township, except
that one may be the owner of a business enterprise that is located
within the Township who need not be a resident. These members shall
serve for their respective terms and until their successors are appointed
and qualified.

C. The Economic Development Council shall annually select
one of its regular members to serve as Chairperson and one of its
regular members to serve as Vice Chairperson.
D. Vacancies in the membership of the Development Council,
occurring for whatever cause, shall be promptly filled by the appointment
by the Township Committee for the unexpired term thereof.
E. The members shall receive no compensation for their
services but may be reimbursed by the Township Committee for out-of-pocket
expenses approved in advance.

The purpose of the Economic Development Council
shall be to act as an advisory committee to the Manalapan Township
Committee. It shall make recommendations to the Township Committee
to increase the ratio of commercial to residential ratables in the
Township, thereby reducing the tax burden on the residents of the
Township. The Economic Development Council shall:
A. Establish, maintain and promote the Township of Manalapan
through positive public relations and marketing campaigns.
B. Recommend strategies to maximize the Township's economic
growth and create job opportunities for the residents of Manalapan
Township.
C. Promote ribbon cutting ceremonies for new businesses
in Manalapan.
D. Prepare marketing information for the Township to
provide to interested entities who wish to start a business in Manalapan.
