Public records of the Township shall be open
for inspection by members of the public as provided by law (N.J.S.A.
47:1A-1). Such inspection shall be made only at reasonable times during
business hours and without interference to the conduct of the affairs
of the office or other place where such records are kept or maintained.
The following fees shall be charged for copies
of public documents:
A. Fee for certified copy of a vital statistics record:
$15 each.

B. Fee for certified corrected copy of a vital statistics
record: $15 each.

C. Police accident reports: When requested in person,
the per-page fee shall be charged. All others shall be charged $5
for the first three pages and $1 for each additional page (N.J.S.A.
39:4-131).
D. Photographs: cost of duplication of negatives. Copies
of photographs onto duplication paper shall be charged the per-page
fee. If applicable, a special service fee shall be imposed in accordance
with this article.
E. Electronic records:

(1) Copy of police audiotapes: $10 per tape.
(2) Copy of police videotapes: $25 per tape.
(3) Copy of electronic document. The following fees cover
the cost of copying existing files to a floppy disk or CD, or software
conversions. For security reasons, the use of a floppy disk or CD
provided by the requestor is prohibited.
(a)
Diskette: cost of diskette rounded up to the
nearest dollar.
(b)
CD or DVD: cost of CD or DVD rounded up to the
nearest dollar.
(4) Cost of conversion of electronic records: A special
service charge shall be imposed when the request requires a substantial
amount of manipulation or programming of information technology and
shall based on the hourly rate incurred by information technology
personnel, clerical and/or supervisory assistance and/or the cost
incurred by the Township.
F. Municipal assessment search/tax search: $10. For a
continuation of an official search for municipal items or for improvements
authorized but not assessed or for a certificate as to approval of
subdivision within three years from the date of the original search:
$2 per calendar year.
G. For duplicate tax, water and sewer bills: $5 each.
H. All other documents where multiple copies are not

I. Where the documents in question are more than 100
pages in length, the Clerk may permit the person requesting copies
to use his own copying machine, provided that there is no risk of
damage or mutilation of the documents, and that it would not be incompatible
with the transaction of public business to do so. Such determination
shall be completely within the discretion of the Clerk. The fee in
such case shall be $15 per day.
K. Copies of and/or supplements to bulk items, such as
the Manalapan Township Code and Master Plan, shall be the cost of
printing/reproduction plus an administrative fee of $2.
L. Duplication of recording tapes (meetings, public hearings,
etc.) shall be the cost of tape rounded up to the nearest dollar.

M. For certified copies, the fee for one sheet shall
be $3. Should multiple sheets require certification, the fee shall
be $5 plus the per-page fee.
N. Special service charge for copying of printed matter.
If the printed matter cannot be copied by ordinary document copying
equipment in ordinary business size or involves an extraordinary expenditure
of time and effort to accommodate the request, a special service charge
will be imposed based on the hourly rate incurred by employee providing
the service and/or the cost incurred by the Township.
O. Reimbursement: Any person or entity requesting public
records shall reimburse the Township for any cost for outside services,
equipment, materials or supplies incurred by the Township while complying
with the request.

The Township Treasurer shall collect a fee in
the amount of $20 from any payer of fees, taxes or other charges,
paid pursuant to the ordinances of the Township of Manalapan, whose
check to the Township of Manalapan has been returned unpaid. Said
fee shall be collected for any check returned whether by stop payment,
insufficient funds, uncollected funds or other reason. Said fees shall
be collected for any returned check to any department or division
of the Township of Manalapan.

The fee for bags or any other type of item used
for recycling shall be the actual cost rounded up to the nearest dollar.

In accordance with N.J.S.A. 40:48-1, a fee is hereby established
in the amount of $100 for Manalapan Township residents and $150 for
non-Manalapan Township residents for each marriage or civil union
ceremony performed by the Mayor of Manalapan Township or authorized
representative in accordance with law.

The fee for training classes held by the Township of Manalapan
is $100 per attendee.
