All salaried and hourly employees (other than
the Director, superintendents, foreman and any and all other supervisory
employees) within the Department of Public Works and Utilities shall
be paid 1 1/2 times the hourly rate for all time worked in excess
of eight hours per day. As to the Water and Sewer Utility, overtime
will be limited to emergency work only.
A. Overtime work shall be kept to a minimum, and, except
in cases of emergency, must be authorized in advance by the department
head, with the concurrence of the Municipal Administrator. Records
shall be kept of all overtime and filed with the Municipal Treasurer
monthly.
B. Hourly employees in the Road Department who work in
excess of 40 hours in the workweek will be paid overtime at the rate
of time and a half of their base hourly rate.
C. In computing overtime compensation, the nearest quarter
hour shall be the smallest fraction of an hour to be reported.
D. Executive, administrative and supervisory employees
shall not be entitled to overtime compensation.
E. Overtime or extra work performed in addition to regular
duties shall be compensated in the following manner:
(1) Nonclerical employees. These employees shall be compensated
at the rate of 1 1/2 times the regular rate in each instance
for all overtime over 40 hours' work in any workweek. Sick leave time
allowed or taken in any workweek shall be considered a part of the
forty-hour base period.
(2) Clerical employees. These employees shall be required
to work up to 40 hours in any workweek when required to do so by the
Director of the department without any overtime or extra compensation.
For all work or services over 40 hours in any workweek, exclusive
of sick leave time allowed or taken, clerical employees shall be compensated
at the rate of 1 1/2 times the regular rate in each instance.
(3) Executive, administrative and supervisory employees.
These employees shall not be entitled to overtime compensation at
any time, except that the Director of each department shall have the
authority, when special or emergency conditions require it, to order
any such employees to be paid extra compensation for extra services
in such amount as the Director, governing body and Municipal Administrator
shall approve.
F. No overtime compensation shall be paid except for
overtime services rendered upon the authorization and direction of
the head of the particular department.
G. Professional, technical and other special services
allowed by law shall be engaged and the compensation fixed by the
governing body.
H. The foregoing provisions shall not apply to the members
of the Police or Fire Departments.
