All owners and persons in possession of any
land or premises situated on any street within the Town where sidewalks
are laid shall remove the snow or ice therefrom, the entire length
thereof, for a width of at least four feet and may deposit the same
along the remaining portion of such sidewalk nearest the curb within
six hours after it has ceased falling, unless the same shall have
fallen between the hours of 5:00 p.m. and 7:00 a.m., in which case
it shall be removed before 2:00 p.m.

Violations of this article shall be punishable
as a municipal infraction. Violators shall be subject to a fine not
to exceed $100. Repeat offenders may be assessed a fine not to exceed
$200 for each offense.
The cost of any removal of snow or ice incurred
by the Town pursuant to this article shall be a debt of the owner
of the abutting property and shall become due and payable when the
statement thereof is placed in the hands of the Town Clerk. The Town
Clerk shall proceed immediately to render a bill therefor in the same
manner as Town taxes. Any such charge shall be a lien against the
abutting property and shall draw interest after 30 days at the rate
of 1/2 of 1% per month or fraction thereof until paid.
There shall be a minimum cost for cleaning and removing snow and ice by the Town for each lineal foot of sidewalk from which the snow and ice may be so cleared and removed as provided in Chapter
102, Fees.
