A. 
There is hereby created a Public Works Advisory Board which shall consist of five residents of the County who have been qualified voters of the County for at least two years, no more than one of whom shall reside in the same election district.
B. 
Members of the Board shall be appointed by the Council for terms of four years from the first day of May of the year of their appointment or until their successors are appointed and qualified.
C. 
Vacancies, except those at the expiration of a term, shall be filled in the same manner as original appointments and for the unexpired term.
D. 
Members of the Board shall receive no compensation for their services except reasonable and necessary expenses as may be provided in the budget.
The Public Works Advisory Board shall make recommendations to the Council relating to plans and policies on matters under the jurisdiction of the Department of Public Works and shall have such other functions and duties as may be provided by law. The Council may by resolution provide for reference to the Board for its review and recommendation of any matter related to the Board's functions and duties.[1]

The Board shall annually elect its Chairman and Vice Chairman. The County Engineer shall be the Executive Secretary to the Board and shall attend all meetings of the Board. Three members of the Board shall constitute a quorum for the conduct of its business. All meetings of the Board shall be open to the public.
