A. 
Words used in the present tense include the future, words in the singular number include the plural number, and words in the masculine gender include the feminine gender. The word "shall" is always mandatory and not merely directory.
B. 
The following words and their derivations shall have the meanings given herein when not inconsistent with the context:
ADMINISTRATOR
The person duly appointed by the governing body pursuant to the terms and conditions of this article.
GOVERNING BODY
The duly constituted Township Committee of the municipality.
MUNICIPALITY
The Township of Hanover in the County of Morris and State of New Jersey.
The Administrator shall be appointed by the governing body on the basis of his executive and administrative qualifications and training in governmental affairs and/or actual experience therein. Nothing herein shall prevent him from also holding any other elective or appointive municipal office of said Township and fulfilling the duties thereof.

The term of office for the Administrator shall be for a period of three years and shall commence on January 1 of the year within which the appointment is made and shall terminate on December 31 three years hence. The position of Township Administrator shall not be a tenured position within the Township of Hanover.
During the absence or disability of the Administrator, the governing body may, by resolution, appoint an elected or appointed official or employee of the municipality to perform the duties of the Administrator during such absence or disability. The Acting Administrator may be paid such compensation as may be determined by resolution.
The compensation of the Administrator shall be as fixed in the Salary Ordinance of the municipality.[1]

A. 
For the purpose of carrying out the assigned responsibilities of his office, the Administrator shall develop and promulgate for adoption by the governing body sound administrative, personnel and purchasing practices and procedures for all departments, offices and agencies of the municipality. He shall be responsible to the governing body for the following:
(1) 
Daily operations. Implement the governing body's policies as they are manifested in the daily operations and activities of the municipality by correspondence, review of minutes and personal contact.
(2) 
Information and complaints. Inform the governing body and the residents of the municipality on all matters relating to the activities and operations of the municipal government; receive and follow up complaints on all matters and apprise the governing body thereof.
(3) 
Public information. Edit and compile public information for distribution by the Township Committee.
(4) 
Recommendations. Study continuously all activities and operations of the municipal government and recommend changes for the purpose of increasing efficiency, economy and effectiveness; recommend such rules and regulations as shall be deemed necessary, with the approval of and adoption by the governing body, for the conduct of administrative procedures.
(5) 
Advice. Advise the governing body on all background matters to assist it with the establishment of policy.
(6) 
Reports. Prepare and present to the governing body reports that may be required from time to time on municipal affairs.
(7) 
Attendance. Attend all public meetings of the governing body and other meetings when so requested.
(8) 
Coordination and liaison. Coordinate the operations, activities and administration of the departments, divisions, offices, boards and agencies of the municipality.
(9) 
Budget preparation. Prepare and submit the proposed Township Budget annually by requiring and receiving appropriation requests from heads of departments and reviewing such requests with the Committeeman concerned, transmitting a tentative budget and consulting with the Mayor and Township Committee with respect thereto and submitting by January 15 final recommendations in the form required by law for municipal budgets and appending thereto a detailed analysis of the various items of expenditure and revenue and such explanatory comment or statement as may be deemed desirable.
(10) 
Budget execution. Maintain a continuous review of the annual budget in its entirety after adoption by the municipality and report at least quarterly during the year to the governing body on the status of all accounts.
(11) 
Purchasing and disbursements. Coordinate the purchasing of supplies, services and such other materials and equipment as directed by the governing body. Certify the receipt of the same and attend to the submission of proper vouchers for payment and review all disbursements therefor.
(12) 
Examine and inquire. At the specific direction of the governing body, the Administrator shall have the power to investigate, examine or inquire into the affairs or operation of any department, division, bureau, office, board or agency of the municipal government and to report thereon to the governing body.
(13) 
Violations. Determine that all terms and conditions imposed in favor of the municipality or its inhabitants in any statute, public utility franchise or other contract, regulation or ordinance are faithfully kept and performed and, upon knowledge of any violation thereof, apprise the governing body.
(14) 
Other duties. Perform such additional administrative and ministerial duties and functions as may, from time to time, be assigned by the governing body.
B. 
Nothing herein shall derogate from the powers and duties of the elective officials of the Township or authorize the Administrator to exercise the powers and the duties thereof.

The Administrator may be removed during the term for which he has been appointed at the discretion of the governing body by a two-thirds vote of the governing body. The resolution of removal shall become effective three months after its adoption by the governing body unless the governing body shall pay the Administrator forthwith any unpaid balance of his salary to date and his salary for the next three calendar months following the adoption of the resolution of removal, in which case the resolution shall become effective immediately upon its adoption.
